In principle, organizations consist of nothing else than people working with them.
In this respect, personnel is not simply another "production factor", but to some extent the real "substance" of an organization. Consequently, a smart tackling with questions and issues relating to personnel work in companies must not only be limited to the mere discussion of typical tasks of the "Human Resources Department". Instead, it must address the key question from different perspectives which contribution the elementary personnel fields of action make (or can make) to maintain the organizational effectiveness and viability.

However, people working with organizations do not act as isolated individuals, but are closely involved in social relations. The nature of such social relations ultimately affects the character of an organization and, thus, also the effectiveness of practical organizational measures. Those who intend to desgin organizations have to understand organizations in the first place.
